In the judgment Ekimdzhiev and Others v. Bulgaria, the European Court of Human Rights held that Article 8 of the European Convention of Human Rights (ECHR) is violated by the Bulgarian law Special Surveillance Means Act 1997. The reasons outlined by the Court are lack of appropriate judicial oversight in issuing warrants, lack of clear scope which could lead to misuse of data. The Court ordered the Bulgaria pay 3,290 Euros (for costs of proceeding) and required the law to be modified.
